New builds in Georgia are sold at different completion stages. The "frame" names describe exactly what you get — a key point when comparing prices.

Finishing stages

  • Black frame — a "concrete shell": load-bearing structure, windows, entrance door and basic utilities are present but not laid out. Needs the most work.
  • White frame — the most common option: electrical and plumbing runs are done, but it's not yet habitable.
  • Green frame — almost like white, but gas pipes are additionally installed. This is NOT "turnkey".
  • Turnkey — move-in ready with finishing done.

Cost of finishing

Bringing an apartment to a livable standard costs from $200–300 per m² and up, depending on the level. Budget this on top of the apartment price.

How to vet the developer

  • Building permit and delivery timeline.
  • The developer's reputation and completed projects.
  • Installment terms and what happens if delivery is delayed.

What to put in the contract

Some sellers deliberately blur the terms (e.g. passing "white+" off as "green"). Spell out ALL delivery details in the contract: the exact stage, timelines, penalties for delay, and liability for hidden defects. Before buying, check the property in the Registry (see the article on buying safely).
